PUBLIC SERVICES
Public and e-government services pose a specific case for blockchain solutions. Due to the sensitivity of data owned and collected by the government, public blockchains require some public authority to manage the distributed ledgers. At the same time, blockchain is a mathematically ensured cyber security technology, which can be used for cybersecurity purposes such as identification of modifications in digital data and intelligent devices. Blockchain can help track legal or discover suspicious or illegal changes made to digital data such public registers or databases of documents, which are subject to obligatory audits. Blockchain can therefore support accountability and transparency of public authorities, enhance citizens’ control over their data, and provide shield against cyber-attacks. How would you use blockchain/DLTs in the public services below?
Validation and registry of academic qualifications
Exchange of access to electronic health records
Facilitation of border controls and customs, and their reporting
eID and cross-border authentication of people and companies
Environmental reporting
Exchange of criminal records
Blockchain for good: supporting minorities rights
INTELLECTUAL PROPERTY MANAGEMENT
State agencies and institution generate a huge amount of know-how, IPR and related items. It is possible to store them in a database or several databases, but such an approach requires to solve all the issues the centralized database brings. Propose and implement a prototype of a distributed ledger powered system that enables efficient storage and access to a decentralized know-how database. It needs to provide features for access control, transparency of access, efficient search, an overview of granted licences, royalties resolution and additional features making it better than existing solutions.
